The industrial workers of Cochabamba, faced with the actions which are taking place in the country, at the call of the right-wing oligarchy, and following [our] departmental plenary on Tuesday 26 November, declare the following:
1. We are living through a moment of extreme tension in the midst of a time of great danger. The most reactionary forces in Bolivia, those who have always lived by 'alien' work, the most racist and murderous elements, have advanced in their criminal offensive of destruction and dismemberment of the country bringing mourning to our country and once again soaking the streets in blood.
The Quirogas, Costas, Marinkovic, Reyes Villa, Rivera and others are the beachhead of this attack against all of us. As yesterday, as always, we are not going to allow these despicable exploiting elites to impose their will once again.
2. We the workers of the city and the countryside are the true guardians of democracy, who at times such as March 1982, April 2000, October 2003, May and June 2005 and others, gave our lives to recover and construct a true democracy – participative, deliberative, and antiauthoritarian – [which was] destroyed and expropriated from our patrimony and our rights, for years in the past, by that very group of people who today speak of respect for legality and democracy and so no longer have the authority to speak.
3. But we also say to President Evo Morales and the MAS, that the Constituent Assembly isn't a stage where everyone can rehearse various forms of authority.
And if the government has not been able to achieve anything, anything which would really fundamentally change this country, then it will have to seriously consider whether it is worth the trouble to keep it in a state of the "living dead" while the people fall victim to violence unleashed in the streets by the
right. It has nothing to do with finding a way to organise Bolivia but rather
with creating new ways of co-existing for all…and if the government of Evo Morales, through its deals or the ineptitude of its constituent assembly members, cannot create anything, perhaps it should think about redirecting its efforts.
4. In the same way, we ask the communications media, especially journalists – our fellow workers – to spread the TRUTH, with the aim of establishing, in an objective way, the REALITY of events and to help Bolivians to be able to construct a country living in peace and happiness.
5. We also hold the oil transnationals and the US embassy responsible for this situation, as they want to convert our homeland into another Yugoslavia and this we cannot allow.
6. For this reason, we call on the people, who we know are the only force capable of changing things, of changing our life and which is our force, our dignity which raises our spirits and gives us the will to evaluate our forces and take our decisions.
7. The industrial workers of Cochabamba, active and passive [probable meaning 'both those with and those without jobs'], as part of the people who re-established democracy, have decided, following the deliberation of a departmental plenary, to take to the streets on Thursday 13 December at 4pm in defence of the popular economy, to defend the democratic process reinstated by us and against the oligarchic right which is the cause of the economic situation and of mourning within Bolivian families.

CERRAR EL PASO A LA DERECHA, NO QUEREMOS MAS MUERTOS, DEFENDER LA ECONOMIA POPULAR Y PROFUNDIZAR EL PROCESO ABIERTO POR EL PUEBLO

Los Trabajadores y Trabajadoras Fabriles de Cochabamba, frente a los hechos que están sucediendo en el país, la convocatoria de la derecha oligárquica, luego de un AMPLIADO DEPARTAMENTAL, realizado el día martes 26 de noviembre, declaramos lo siguiente:

1. Estamos viviendo un momento de extrema tensión en medio de una época de gran peligro. Las fuerzas más reaccionarias de Bolivia, los que siempre han vivido del trabajo ajeno, los más racistas y asesinos han avanzado en su criminal ofensiva de destrucción y desmembramiento del país trayendo luto a nuestra patria y ensangrentando nuevamente sus calles. Los Quirogas, Costas, Marinkovic, Reyes Villa, Rivera y otros son la cabeza de playa de este ataque contra todos nosotros y nosotras. Como ayer, como siempre, no vamos a permitir que una vez más esas despreciables y explotadoras élites nos impongan su voluntad.

2. Los verdaderos dueños de la democracia, somos los trabajadores y trabajadoras, de la ciudad y el campo, que en jornadas como en marzo de 1982, abril del 2000, octubre del 2003, mayo y junio del 2005 y otras, dimos nuestras vidas por recuperar y construir una verdadera Democracia, participativa, deliberativa y no autoritaria, asesina y expropiadora de nuestro patrimonio y nuestros derechos, esa que hemos vivido en los años anteriores, de la cual fueron socios estos personajes que hoy hablan de respeto a la Legalidad y la Democracia y no tienen autoridad morar para hablar.

3. Pero también le decimos al cc. Evo Morales y el MAS, que la Asamblea Constituyente no es un escenario donde todos pueden ensayar diversas formas de autoritarismo. Y si el gobierno no ha podido lograr nada, nada que realmente cambie de fondo este país, pues deberá reflexionar seriamente si vale la pena mantenerla como un muerto en vida mientras la gente cae en las calles víctima de la violencia desatada por la derecha. No se trata de conseguir una forma de organizar Bolivia, sino de crear nuevas formas de convivencia entre todas y todos... y si el gobierno de Evo Morales, por sus acuerdos o la incapacidad de sus constituyentes, no puede crear nada, tal vez debería pensar en reconducir sus esfuerzos.

4. De igual manera, pedimos a los medios de comunicación y en especial a los trabajadores y trabajadoras periodistas a informar la VERDAD, a fin de establecer de manera objetiva la REALIDAD de los hechos y permitir que los bolivianos y bolivianas, podamos construir un país en paz y alegría.

5. Responsabilizamos también de esta situación a las transnacionales petroleras y la Embajada estadounidense, que están interesadas en que nuestra patria se convierta en otra Yugoslavia y eso no lo podemos permitir.

6. POR ESTA RAZON CONVOCAMOS al pueblo, a esa gente que sabemos que la única fuerza capaz de cambiar las cosas, de cambiar nuestra vida, es esa, nuestra
fuerza, nuestra dignidad a que nos levantemos el ánimo, la voluntad a
evaluar nuestras fuerzas y tomar nuestras decisiones.

7. Los trabajadores y las trabajadoras fabriles de Cochabamba, activos y pasivos, como parte del pueblo que recuperó la democracia, hemos decidido, luego de la deliberación en UN AMPLIADO DEPARTAMENTAL, salir a las calles el día jueves 13 de diciembre a partir de la 4:00 de la tarde en defensa de la ECONOMIA POPULAR, DEFENDER EL PROCESO DEMOCRATICO RECUPERADO POR NOSOTROS Y
CONTRA LA DERECHA OLIGARQUICA CAUSANTE DE LA SITUACION ECONOMICA Y EL LUTO EN
LAS FAMILIAS BOLIVIANAS.
